Davies only ever wrote one episodeTorchwood, as the series had Chris Chibnal as its Show-Runner, and basically only had a rubber stamp for the rest of the series. I don’t think that Steven Moffat would be any different, so he will be concentrating all his efforts on Doctor Who.

Five to eight episodes is the norm per year. When the news of the return of Doctor Who first broke five years ago, everyone was expecting it to run for eight weeks on BBC Two, the fact that it ran for 13 weeks on BBC One was unprecedented.
